As one of the tallest dams in the world, it was designed to harness water for hydroelectric power. The dam was meant to be the center of a complex water-management system. This system would have used concrete pipes and bridges to move water across many valleys. The goal was to meet the growing demand for electricity during industrialization.

The construction of the dam was a massive engineering undertaking. The project was first conceived in the 1920s to manage the Piave, Maè, and Boite rivers. However, work did not begin until 1957. The project was led by the Società Adriatica di Elettricità, also known as SADE. This company held a monopoly on electricity in northeastern Italy. The engineer in charge was Carlo Semenza. The dam wall itself was built with a volume of 270,000 cubic meters. It was designed to hold back a reservoir containing up to 270 million cubic meters of water.

As the dam was being built, engineers noticed serious problems with the local geology. In 1959, workers building a new road noticed shifts and fractures in the ground near Monte Toc. Three separate experts studied these signs and reached the same conclusion. They warned SADE that the southern side of the mountain was unstable. They predicted the entire slope could collapse into the basin once the water level rose. Despite these warnings, SADE completed construction in October 1959. In 1962, the dam was nationalized and transferred to ENEL, which is part of the Italian Ministry of Public Works.

There were many early signs that a disaster was coming. In 1960, a landslide of about 700,000 cubic meters fell into the lake. SADE responded by lowering the water level and building an artificial gallery to try to manage the basin. However, the warnings continued. In 1962, residents of Erto and Casso reported five earthquakes on the Mercalli intensity scale. SADE engineers also ran experiments using a 1:200 scale physical-hydraulic model.

These tests showed that a landslide could create a wave large enough to overtop the dam. SADE decided to keep the water level below the crest to prevent this, but the danger remained.

The disaster finally occurred on 9 October 1963. During the initial filling of the lake, the southern side of Monte Toc collapsed.
