Its founders were inspired by the ideas of Jeremy Bentham. He is often called the "spiritual father" of the school. The school was very different from others at that time. It was the first university in London to be entirely secular. This meant it did not follow a specific religion. It was also the first in England to admit students regardless of their faith.

It became one of the two founding colleges of the University of London. For a long time, it acted like a college instead of a university. It finally achieved formal university status in 2023. Over many years, UCL grew by joining with other institutes. It joined the School of Pharmacy in 2012 and the Institute of Education in 2014.
