Tribonian was a highly influential jurist and advisor in the Eastern Roman Empire. This empire is also known as the Byzantine Empire. He was a Greek man from Cyme, located in Pamphylia. He traveled to Constantinople to study law. There, he became the most famous legal scholar of his era. Many people viewed him as one of the wisest collaborators of Emperor Justinian I.

Tribonian held several powerful roles within the imperial administration. Justinian appointed him to the office of magister officiorum, which means Master of Offices. In September 529, the Emperor also named him quaestor sacri palatii. This was a high-ranking position in the government. Before these roles, Tribonian practiced law before the court of the praetorian prefect. He was a well-educated man who understood the complexities of legal systems.

His primary mission was to reform and organize the empire's massive legal system. In 528, Justinian appointed Tribonian to lead a commission for a new legal code. This project resulted in the Codex Justinianus, which was issued on April 7, 529. After this, the Emperor gave Tribonian charge of a second major reform project in 530. This second task involved compiling and harmonizing the writings of classical Roman jurists. This collection of legal thoughts is known as the Digest.

Tribonian’s work served several practical purposes for the empire. One goal was to shorten litigation, which is the process of taking legal disputes to court. He achieved this by making the laws much clearer. Another goal was to create a syllabus for law schools. These schools were located in Berytus, which is modern Beirut, and in Constantinople. He also updated the Institutes of Gaius to create a textbook for first-year law students. This new version was called the Institutes of Justinian.

In 534, the legal landscape changed again. Justinian decided that so many new laws had been passed that a second edition was necessary. This new version was called the Codex repetitae praelectionis. It completely replaced the earlier edition from 529. Both the Digest and the Institutes were officially promulgated in December of 533. These documents helped organize the vast amount of legal information available at the time.

Tribonian's career faced a difficult period during the Nika riots in 532. During this time of unrest, his enemies made charges of corruption against him. Because of these accusations, Justinian was forced to remove him from his post as quaestor. However, Tribonian did not stop his legal work during this time. He continued to assist with the codification process. In 535, the Emperor restored him to his position as quaestor. He held this office until he passed away.

Tribonian's legacy is tied to the creation of the Corpus Juris Civilis. This is a massive collection of laws that includes the Codex Justinianus, the Digest, and the Institutes. He also helped draft the Novellae Constitutiones, which were new laws passed during Justinian's reign. These new laws were later combined with his other works to form the complete Corpus. It is estimated that Tribonian drafted about three-quarters of the surviving constitutions from Justinian's reign.

Tribonian died in the year 542. Historical records suggest he died from a disease, which may have been the plague. His work as a minister for legislation lasted for nearly twelve years. He planned and directed the work of the Second Law Commission. This commission was responsible for the Digest, the Institutes, and the second Codex. His efforts helped shape the legal foundations of the empire for many years to come.
