In Indonesia, Dayak and Javanese women often went topless to work comfortably. In Africa, Himba and Hamar women also have different social norms. Even in Korea, some women showed their breasts to show they had a son.

Many businesses even use "no shirt, no service" rules to prevent it.

Cultural views on modesty have changed significantly over time. In Western culture, the tendency to hide the female nipple grew during the 19th century. This was often linked to Victorian morality. Today, the legality of nipple exposure is inconsistent, especially in the United States. In the case of City of Erie v. Pap's A. M., the U.S. Supreme Court looked at local ordinances. The Erie ordinance defined public indecency as the intentional exposure of a female nipple. Notably, the statute did not regulate the exposure of male nipples. Some states, like West Virginia and Massachusetts, prohibit any part of the female breast anatomy from being visible. West Virginia law specifically states that the areola must not be exposed.

Modern technology and social media have sparked new debates about these rules. Instagram has a policy that restricts the display of female nipples. There are exceptions for medical reasons, such as post-mastectomy scarring. Breastfeeding images are also allowed, though Instagram previously removed photos of nursing mothers. In 2014, the singer Rihanna had her account cancelled after posting selfies with exposed nipples. This event helped trigger the #FreeTheNipple campaign on Twitter. Filmmaker Lina Esco also created a film titled "Free the Nipple." She argued that restrictions on female images represent a form of sexism. To highlight inconsistencies, an Instagram page called @genderless_nipples displays close-ups of both male and female nipples.

These garments emphasized the breasts and the waist. In traditional North American cultures, such as the Mohave and Wichita, being topless was the norm. In Africa, groups like the Himba of Namibia and the Hamar of Ethiopia maintain these traditions. For the Zulu people, toplessness is part of the annual Reed Dance festival. In these contexts, the practice is often a part of cultural celebrations rather than something controversial.

Many Asian cultures also had different standards before certain historical shifts. In ancient Japan, topless nudity, or hadanugi, was culturally accepted for both genders. This was the norm for most people, except for the samurai aristocracy. In parts of India, people often wore an antriya on the lower body but remained nude from the waist up. This lasted until the Muslim expansion in the 13th and 14th centuries. In Indonesia, the Dayak, Javanese, and Balinese people practiced toplessness before contact with Western cultures. Among the Dayak, some women covered their breasts only to help with their work. In Korea, the length of the jeogori, or upper garment, changed over centuries. By the 19th century, some women wore very short versions.

Some women even revealed their breasts after childbirth to show they had a son.

Art and design have also played a major role in how we see the body. Toplessness has appeared in paintings, sculptures, and films for a long time.
