Because he was very young, he did not rule alone at first. He became emperor when he was only five years old. His father was the Xianfeng Emperor. After his father died, two women led the government for him. These women were his biological mother, Empress Dowager Cixi, and his legal mother, Empress Dowager Ci'an. This type of leadership is called a regency. The two empresses held the power while he grew up. This lasted through his entire adolescence.

During his time, China began the Self-Strengthening Movement. This movement started because of wars and rebellions. Leaders wanted to make China's defense stronger from within. They wanted to use new technology from the West. For example, a man named Lin Zexu saw how fast British ships were. He saw a steam ship called the Nemsis. It used a paddle-wheel to move through the water.

The movement grew from a need to improve national defense. China had faced significant challenges during the Opium Wars and the Taiping Rebellion. Leaders believed the nation must strengthen itself from within to survive. This required adopting new technologies and systems to protect the empire's sovereignty.

One key part of this movement involved naval technology. In 1840, Imperial Commissioner Lin Zexu observed the power of British warships. He saw the paddle-wheel steamer Nemsis outmaneuver Chinese war junks. At first, some people thought men inside the ships turned the wheels. They soon realized the power of steam technology. This realization led to the creation of arsenals, shipyards, and technical schools in treaty ports. These institutions aimed to bring Western technology directly into China.

In 1873, the Tongzhi Emperor finally assumed personal rule. He was eighteen years old and intended to take full control. However, he lacked interest in the complex affairs of the state. This led to immediate friction between the emperor and his ministers. He also faced difficulties with foreign diplomats. In June 1873, a meeting was held at the Pavilion of Purple Light. This meeting caused tension because foreign representatives refused to perform the kowtow ritual. They were also unhappy with the location of the audience.

The emperor's personal life and decisions caused further conflict. In 1874, he clashed with ministers like Prince Gong and Prince Chun. The emperor wanted to rebuild the Old Summer Palace. However, the empire was currently bankrupt and lacked the funds. The emperor also faced criticism for his dissolute behavior. He attempted to fire his ministers in response to these disagreements. The Empress Dowagers intervened and reinstated the officials he had dismissed.

The emperor's reign ended abruptly due to illness. In December 1874, it was announced he had smallpox. He died on January 12, 1875, at the age of eighteen.
