He was a politician, a revolutionary, and a leader of the Union and Progress Party. This party established a one-party dictatorship over the empire. Talât served in many high roles, including Minister of the Interior and Grand Vizier. He is most significantly remembered as the architect of the Armenian genocide. Historians hold him responsible for the deaths of approximately 1 million Armenians. His leadership shaped the transition from an empire to a modern nation.

Talât's early life was marked by family responsibility and political awakening.

He was born in 1874 in the province of Edirne. His father, Ahmet Vasıf, was a local official. His mother, Hürmüz, came from a Turkish family. When Talât was eleven, his father died. This forced him to care for his mother and two sisters. He worked as a postal clerk and a teacher to support them. His experience during the Russo-Turkish War of 1877–1878 also influenced his nationalism.

His path to power began with secret revolutionary activity.

Talât joined the Committee of Union and Progress (CUP). This group, known as the Young Turks, fought against the autocracy of Sultan Abdul Hamid II. The Sultan used secret police and censorship to maintain control. Talât was even arrested in 1893 for tampering with official telegraphs. He was later exiled to Salonika. There, he worked in the postal service and continued his secret political work. He even used his job to smuggle in dissident newspapers.

Political shifts in 1908 changed the course of the empire. The Young Turk Revolution restored the constitution and a parliament. Talât was elected as a deputy from Adrianople to the Chamber of Deputies. He later became the Minister of the Interior. During the 31 March Incident, he helped organize a counter-government. This event led to the deposition of Sultan Abdul Hamid II. Following this, Talât traveled to London in 1909. He was appointed to his first major cabinet position there.

By 1913, Talât had reached the highest levels of power.

He and Ismail Enver carried out a coup d'état. This created an autocratic triumvirate known as the Three Pashas. This group consisted of Talât, Enver, and Ahmed Cemal. Talât acted as the civilian leader of this trio. They were influential in bringing the Ottoman Empire into World War I. His administration moved toward hard-line Turkish nationalism. This shift happened after several crises and wars in the Balkans.

During the First World War, Talât's actions led to mass atrocities.

On 24 April 1915, he ordered the arrest of Armenian intellectuals in Constantinople. He then promulgated the Temporary Law of Deportation on 30 May 1915. These steps initiated the Armenian genocide. As Minister of the Interior, he oversaw the deportation and deaths of many Armenians. In 1917, he became Grand Vizier, the equivalent of a prime minister. He also negotiated the Treaty of Brest-Litovsk to regain territory from Russia.

The war eventually brought the end of his political career. The Ottoman Empire faced defeats on the Macedonia and Palestine fronts. This led to the downfall of the CUP. Talât resigned and fled Turkey in November 1918. An Ottoman Special Military Tribunal had sentenced him to death in absentia. The court cited his role in organizing massacres and profiteering. He lived in exile in Berlin, where he supported Turkish Nationalists.
