Human history in Svalbard began with discovery and hunting. The Dutch navigator Willem Barentsz sighted the islands in 1596. He named the main island Spitsbergen. This name means "pointed mountains" in Dutch. In the 17th and 18th centuries, whalers used the islands as a base. They hunted bowhead whales and walruses. Settlements like Smeerenburg were established by the Dutch in 1619. 
Legal and political rules govern the archipelago through international agreements. The Svalbard Treaty of 1920 recognizes Norwegian sovereignty. The Norwegian Svalbard Act of 1925 made it a full part of Norway. This treaty establishes Svalbard as a free economic zone. It also restricts the use of the islands for military purposes.
