To make these goals manageable, the United Nations created a detailed system of targets and indicators.

In July 2017, a UN resolution published 169 specific targets. Most goals contain between eight and 12 targets each. These targets are divided into two main types. Outcome targets describe the specific circumstances the world wants to achieve. Means of implementation targets describe the methods used to reach those outcomes. For example, in Goal 6, the first six targets are outcome targets, while the last two are means of implementation targets.

Measuring progress is done through the use of indicators. An indicator is a specific tool used to track quantifiable changes in things like rates, amounts, or proportions. As of 2025, there are 234 official indicators in use. These tools allow governments to monitor their own progress through voluntary national reviews. However, measuring these targets can be difficult. On average, each target is measured by only 1.5 indicators. Furthermore, about 62% of targets are supported by only a single indicator.

Collecting this data requires cooperation from many different organizations. These organizations are known as custodian agencies. They are responsible for developing methods, collecting data, and reporting results. The division of these tasks is based on an agency's existing expertise and capacity. For instance, the World Bank is a major custodian agency. It is formally involved in about 20 percent of all 231 SDG indicators. The bank helps develop and monitor 20 indicators and assists with another 22.

The history of these goals shows a shift in how the world approaches development. The SDGs were presented in 2015 as a transformative vision. They replaced the Millennium Development Goals (MDGs), which lasted from 2000 to 2015. Unlike the MDGs, which focused only on developing countries, the SDGs apply to every country. The development process was also more "bottom up" and transparent. This means it aimed to include more participation rather than just being decided by officials.

A central principle of the SDGs is the pledge to "Leave No One Behind" (LNOB). This means the global community must prioritize reaching the people and countries that are furthest behind first. This concept is both politically and technically challenging. A 2024 study looked at 77 voluntary national reviews to see who is most often left behind. The study found that people with disabilities are identified most often, at over 70%. This was followed by women and girls at over 60%, and youth at about 50%.

Despite the ambitious plan, many obstacles threaten the 2030 deadline. Rising inequalities, climate change, and the loss of biodiversity are major concerns. The COVID-19 pandemic, which lasted from 2020 to 2023, made these challenges even worse. Some regions, such as Asia, experienced significant setbacks during this time. Additionally, achieving the goals requires massive amounts of funding and private investment. While progress has been made in some countries, the world must find new ways to create synergies across different sectors to succeed.
