Sovereignty is the power of supreme and independent control over a territory. It gives a person or a group the authority to make laws. This power creates a hierarchy within a state. It also provides external autonomy, which is the ability to act alone in world affairs. A sovereign can modify existing laws for their citizens. This authority is the main way a state functions.

There are many ways to understand how this works. One way is through territory, population, authority, and recognition. Another way looks at different types of control. Domestic sovereignty is control held by an authority inside the state. Interdependence sovereignty is about controlling movement across borders. International legal sovereignty is when other states recognize a country. Finally, Westphalian sovereignty means no other authority exists inside the state.

People have studied this idea for a very long time. In ancient Rome, a jurist named Ulpian wrote about emperors. He said the people gave all their power to the emperor. During the Middle Ages, monarchs were not very strong. They had to share power with nobles and follow customs. In the late 1500s, the idea of sovereignty changed again. This happened as modern nation states began to emerge in Europe.

Many famous thinkers shared their ideas about ruling. Jean Bodin wrote a book in 1576 called Six Books of the Republic. He argued that a sovereign must be absolute and perpetual. This means the power should not be temporary. Later, Thomas Hobbes wrote Leviathan in 1651. He introduced the idea of a social contract. He said people join a commonwealth to stay safe. They agree to follow a leader in exchange for protection.

Today, sovereignty is part of how the world stays organized. The United Nations helps manage these rules between states. The UN Charter recognizes that states are sovereign and equal. This means one state should not interfere in another's business. However, the UN Security Council can use force to restore peace. They can also act to stop a humanitarian catastrophe. This helps ensure that sovereignty works to keep the world stable.
