The roots of social liberalism grew from the changes of the Industrial Revolution. In the late 19th century, many people lived in poverty and squalor. Rapid growth in industrial cities created high unemployment and social hardship. Thinkers like John Stuart Mill helped bridge old and new ideas. Mill combined classical liberalism with a rights-based system. He used utilitarianism, a way of measuring what is useful, to support individual rights.
