Sinopec, or the China Petroleum and Chemical Corporation, is a massive energy enterprise.

It is headquartered in the Chaoyang District of Beijing. The company is a state-owned enterprise. This means the State Council of China manages it through the SASAC.

Sinopec is the world's largest oil refining conglomerate. It also ranks as the second highest revenue company globally, trailing only Walmart. Its operations involve many different parts of the energy industry. This includes finding oil and turning it into useful products.

The company functions through a complex system of refining and chemical production. It takes crude oil and processes it into various fuels. These include gasoline and diesel for vehicles.

Beyond simple fuels, Sinopec focuses heavily on petrochemicals. These are chemical products derived from petroleum. For example, the SECCO plant in the Shanghai Chemical Industry Park produces over 3.2 million tons of petrochemical products every year.

Another facility in Hainan produces Styrene-butadiene, or SBC. This plant has a capacity of one million tons per year. In 2023, this facility made Sinopec the largest SBC producer in the world.

Sinopec's business is divided into different specialized areas. Historically, it was seen as a downstream player. Downstream refers to the refining and selling of finished products like fuel. However, the company expanded into upstream activities starting in 1998. Upstream refers to the exploration and extraction of raw oil and gas. This shift happened through a mandated asset swap with the China National Petroleum Corporation, or CNPC. This swap gave some refineries to CNPC. In return, Sinopec acquired several upstream assets to secure its own supply.

The history of the company involves many major structural changes. In 1994, Sinopec participated in a pilot program to restructure state-owned enterprises. This allowed the company to list parts of its assets publicly. In February 2000, Sinopec Limited was established as a joint stock entity. By October 2000, it listed its shares in Hong Kong, New York, and London. This initial public offering, or IPO, raised $3.5 billion. A further listing in Shanghai was completed in June 2001. Before these changes, the company's assets belonged to two different government ministries.

Sinopec also manages its profits through a unique relationship with the Chinese government. The National Development and Reform Commission, or NDRC, sets prices for gasoline and diesel. Additionally, the Ministry of Finance collects a windfall tax on upstream profits. In 2006, the company reported an operating margin of 6.8%. Profits were sometimes limited by these government price controls. To help offset losses, the state provided large subsidies. The government gave Sinopec $1.1 billion in 2005 and $647 million in 2006. Some observers call these complex reporting methods "valuation with Chinese characteristics."

Global partnerships are a major part of how Sinopec grows. The company often forms joint ventures with international firms. In 2005, it partnered with BP to build the SECCO ethylene derivatives plant. This project required an initial investment of $2.7 billion. In 2022, the company Ineos bought half of Sinopec's share in SECCO. Sinopec also works closely with Saudi Aramco. In 2007, Saudi Aramco and Exxon signed a deal to triple the capacity of the Fujian oil refinery. In 2023, Saudi Aramco acquired a 10% stake in the Zhejiang Oil Products Company.

Sinopec is now connecting its traditional energy business to new technologies. As the world moves toward electric vehicles, the company is adapting. In 2021, Sinopec began a partnership with the company NIO. They are working on smart electric vehicle technology and battery services. Sinopec has set a goal to build 5,000 new electric vehicle charging stations by 2025. This goal aligns with China's Fourteenth Five-Year Plan. The company is also exploring very deep drilling. In 2023, it completed Project Deep Earth. This project involved a well in Xinjiang that reached 9,432 meters below the surface. This was the deepest oil well in all of Asia.
