Stevens worked to help nearby lands. He helped start the Mano River Union. This group helped Sierra Leone, Liberia, and Guinea work together. He also led a large group of African nations for a short time.
Some parts of his rule were very hard. He kept most of the power for himself. He made Sierra Leone a one-party state. This meant only his party was allowed to lead. Many people were treated unfairly during this time. Some people who disagreed with him were even killed. His choices made the economy very weak.

Siaka Probyn Stevens was a very important leader in Sierra Leone. He served as the leader of the country for many years.
Stevens had many different jobs before he became a leader. He was born in Moyamba in 1905. As a young man, he joined the Sierra Leone Police Force. He worked his way up to become a First Class Sergeant. Later, he worked on a railway for the Sierra Leone Development Company. This railway connected the Port of Pepel to iron ore mines at Marampa. He also helped start a union to protect the interests of workers. These jobs helped him understand how people lived and worked.
His path to power began with his work in politics. He helped start the All People's Congress, or APC, around 1963. This party was formed by people who wanted elections before independence. In 1967, the APC won a very close election. Stevens became the Prime Minister right after the vote. However, a military coup happened just thirty minutes after he took office. He was arrested, but he later returned to his job in 1968. He eventually became the president in 1971.
Stevens made many big choices that shaped the nation. He helped create the Mano River Union to help three countries work together. This group included Sierra Leone, Liberia, and Guinea. He also served as the Chairman of the Organisation of African Unity. While he worked with many nations, his rule was often very hard for his people. He made Sierra Leone a one-party state in 1978. This meant only his party, the APC, was allowed to hold power. Many people who disagreed with him were treated very unfairly.
Some parts of his leadership caused many problems for the country. He kept a lot of power for himself and his own group. This led to a lot of corruption and money being taken from the state. Because of this, the economy became very weak and poor. Many people in rural areas struggled to get basic services like education. His choices left the country in a difficult state when he retired in 1985. He died in Freetown in 1988 at the age of 82.
Siaka Probyn Stevens was a central figure in the history of Sierra Leone. He served as the nation's leader for seventeen years. He held the office of Prime Minister from 1967 to 1971. After that, he served as President from 1971 to 1985. Stevens was a complex leader who changed the structure of the government. He transformed Sierra Leone from a constitutional monarchy into a republic. This meant the country no longer recognized Queen Elizabeth II as its head of state.
Before entering politics, Stevens held several practical roles. He was born on August 24, 1905, in Moyamba. He grew up largely in Freetown, the capital city. Stevens began his career in the Sierra Leone Police Force. By 1930, he had reached the rank of First Class Sergeant and Musketry Instructor. He later worked on the Sierra Leone Development Company railway. This project linked the Port of Pepel with iron ore mines at Marampa. During this time, he also helped found the United Mine Workers Union to support laborers.
Stevens' political journey began with the Sierra Leone People's Party (SLPP). He served as the country's first Minister of Mines, Lands, and Labor in 1952. However, he eventually broke away from the SLPP due to disagreements. He helped found the All People's Congress (APC) around 1963. The APC was formed by a group that wanted elections to happen before independence.
His rise to power was interrupted by significant instability. In the 1967 general elections, the APC won by a very narrow margin. Stevens was appointed Prime Minister, but a military coup occurred just thirty minutes later. A Brigadier named David Lansana led this coup. Stevens was arrested, but he eventually returned to his position in April 1968. In April 1971, the Parliament ratified a new constitution. This changed the government into a republic. Christopher Okoro Cole served as interim president for two days before Stevens took the role.
As President, Stevens worked to consolidate his authority. In 1978, he held a referendum to change the government into a one-party state. This meant the APC was the only legal political party. The government reported that 97.1% of voters supported this change. However, many observers believed the results were manipulated through fraud. This move allowed Stevens to hold immense executive and legislative power. He also became known by the nickname "Pa Shaki" during his later years in office.
Stevens also engaged in significant international diplomacy. He helped create the Mano River Union, which is an economic federation. This union includes Sierra Leone, Liberia, and Guinea. He also served as the Chairman of the Organisation of African Unity from 1980 to 1981. His foreign policy was unique. He reached out to communist nations like China, Cuba, and North Korea. At the same time, he remained a committed Anglophile. He often voted with Great Britain at the United Nations on several international issues.
Despite these diplomatic efforts, his domestic rule was highly controversial. His administration was characterized by patrimonial rule and corruption. He and his colleagues were accused of looting state resources. This mismanagement caused the economy to suffer greatly. Many basic services, including the education system, became nearly non-existent. The government also used the Internal Security Unit to suppress political opponents. Many people who disagreed with Stevens were imprisoned or executed. For example, Dr. Mohamed Forna was hanged in 1974 along with 14 others.
Stevens retired from office on November 28, 1985. He chose Major-General Joseph Saidu Momoh to be his successor. Experts suggest that the economic and social problems created during his rule contributed to the Sierra Leone Civil War in 1991. Stevens passed away on May 29, 1988, in Freetown at the age of 82. His legacy remains a major subject of study regarding the political development of West Africa.
