As the grandson of ʻAbdu'l-Bahá, he held a central leadership role. He was tasked with guiding the development of the religion. He also acted as the authorized interpreter of Baháʼí literature. This meant he explained the meaning of sacred writings to followers. His work helped provide a unity of understanding for the community. By doing this, he helped safeguard the faith from division.

Shoghi Effendi's leadership involved several specific mechanisms to manage the global community. He focused on building a complex administrative structure. He translated and expounded upon the writings of Baháʼu'lláh and ʻAbdu'l-Bahá. This provided a clear foundation for all believers. He also created teaching plans to oversee the expansion of the religion. To manage his work, he established an International Baháʼí Council.
