In 1905, there was a lot of unrest in Russia. People were unhappy. Witte helped create the October Manifesto. This was a plan to change how the government worked. He became the first prime minister. This is a top leader of the government.

During his time in power, Witte made many big deals with other nations. In 1894, he signed a commercial treaty with the German Empire. He also signed a treaty with China to build a railway through northeast China. This new path made the Trans-Siberian Railway much shorter. However, these choices sometimes caused tension with other countries like Japan. Witte tried to keep things peaceful through trade. He wanted Russia to expand its influence without starting unnecessary wars.
By 1905, Russia was facing a very difficult time. There was a lot of unrest and violence across the country.

Before becoming a top leader, Witte spent twenty years managing various railway systems. He served as the Director of State Railways and oversaw an ambitious construction program. He worked to turn the railway service into a state monopoly. This meant the government gained direct control over the majority of the tracks. He also introduced a merit-based system for hiring employees. This allowed workers to be chosen for their skills rather than through political connections. Witte believed that the state must also invest in technical education to run these systems effectively.
In 1892, Witte was appointed Minister of Finance, a position he held for eleven years. 
Witte's economic policies led to significant industrial growth. By 1900, the manufacturing industry was growing much faster than in previous decades. In fact, growth was four times faster than the preceding five-year period. The volume of industrial goods in external trade became equal to that of Belgium. He also accelerated the construction of the massive Trans-Siberian Railway. To shorten this route, he negotiated the Li–Lobanov Treaty with the Qing dynasty. This allowed Russia to build the Chinese Eastern Railway across northeast China.
While Witte focused on trade, his foreign policy decisions created international tension. In the 1890s, he managed Russia's relations with Japan and China. He wanted to expand Russian influence through peaceful trade rather than conflict. However, after Russia and other powers forced Japan to return certain territories to China, relations with Tokyo worsened. Japan began to see Russia as its primary enemy. This tension was a significant factor in the shifting political landscape of East Asia. Witte continued to try and balance these complex international interests.

Despite his efforts, Witte faced significant opposition from the royal court. Many officials did not support his role as a reformer. This opposition caused him to fall into disgrace within the government. He eventually resigned before the First Duma, which was Russia's first parliament, could assemble. While he believed he had solved the political issues, he noted that the "peasant problem" would remain a challenge. Witte left a legacy of massive industrial change and a new, though fragile, parliamentary order.
