Pyotr grew up on a large family estate called Serednikovo near Moscow. He later spent much of his life in places like Lithuania. One of his favorite homes was the Kalnaberžė manor house.

Stolypin wanted to make the Russian economy much stronger and more modern. He believed that the best way to do this was through land reform. At that time, many peasants lived in groups called communes. These groups shared land instead of owning it individually. Stolypin wanted to change this by letting peasants own their own private farms.

He hoped this would create a stable class of farmers known as kulaks. These farmers would have a personal stake in keeping the country stable. This plan was known as the Stolypin reform. He even worked with the Peasants' Land Bank to help these new farms grow.

Before becoming prime minister, Stolypin worked in many different government roles. He studied agriculture at St. Petersburg University, where Dmitri Mendeleev was a teacher.

He served as a marshal in the Kovno Governorate for many years. In 1902, he became the youngest person ever appointed as a governor in Grodno. Later, in 1903, he became the governor of Saratov.

In Saratov, he gained a reputation for being a very firm leader. He was able to keep order during the unrest of the 1905 Revolution. These early jobs helped him learn how to manage a large area of land and many people.

Being a top leader in Russia was a very dangerous job for Stolypin. Many people were unhappy with the changes he made to the government and the land. In August 1906, a group of assassins used a bomb at his home. Stolypin was hurt, and his young daughter sadly died from her injuries.

Saratov was a difficult place with many rebellious peasants. Stolypin earned a reputation for maintaining firm control there. He used effective police methods to manage the unrest of the 1905 Revolution. These roles helped him understand the needs of different provinces. He saw how land was managed in the Northwestern Krai region.

His most famous work was the Stolypin reform. This was a major change to how land was owned in Russia. For a long time, peasants lived in a system called the Mir, or commune. In this system, the community shared land instead of individuals owning it. Stolypin believed this communal system prevented economic growth. He wanted to replace the commune with private land ownership. His goal was to create a stable class of smallholders known as kulaks. He hoped these farmers would have a personal stake in the country's stability.

Stolypin's time as prime minister was also marked by political conflict. He often clashed with the Duma, which was the Russian parliament. He dissolved the First Duma and the Second Duma to pursue his own goals. In 1907, he changed voting rules to favor the nobility and the wealthy. This helped ensure the Third Duma would be more conservative and cooperative. While he sought efficiency, he did not seek democracy. He also used a system of martial law to handle revolutionaries. This system allowed for speedy trials and executions of accused offenders. These hard actions made him a controversial figure among many citizens.

Life was very dangerous for Stolypin due to revolutionary unrest. In August 1906, assassins bombed his wooden villa on Aptekarsky Island. The explosion killed 28 people.

Stolypin survived, but his 15-year-old daughter died from her injuries. His young son also suffered a broken leg during the attack. Despite these tragedies, Stolypin continued his work for several more years. He also attempted to improve rights for Jewish citizens. He petitioned the Tsar to end the Pale of Settlement, which was a restricted area for Jewish people. He even invited Jewish musicians to his home.

Stolypin's career ended abruptly in September 1911. While in the city of Kiev, he was fatally shot.

A revolutionary named Dmitrii Bogrov was responsible for the assassination. The death of Stolypin meant that his major reforms lost their momentum.
