It sits within the Massif Central region. The city is part of the Auvergne-Rhône-Alpes region. It is located in the Loire department, southwest of Lyon. The city is quite high up in the hills. The center is above 530 meters. Some southern parts are even above 700 meters. Because it is so high, it is a very snowy place. It gets about 85 cm of snow every year. This makes it one of the snowiest cities in France.

For a long time, the city had many different jobs. It was a major center for coal mining. People there also made weapons and ribbons. The city was famous for making bicycles, too. Companies like Mavic and Motobécane are based there. Today, the city is changing its focus. It is moving from an industrial city to a "design capital."

The history of Saint-Étienne goes back to the Middle Ages. It was first recorded near the River Furan. In the 13th century, it was a small area around a church. The church was named after Saint Stephen. In the 1400s, King Charles VII let the town build walls for protection. By the 1600s, the city began making ribbons and other decorations. In 1830, the Hôtel de Ville, or City Hall, was finished.
