In 1903, the British government asked him to investigate the area. He found that people were being treated very badly in the rubber industry. They were forced to work and were often hurt or treated like slaves. In 1904, he released the Casement Report to show these wrongs. This report led to big changes in how the Congo was ruled by Belgium.

Casement did not stop his work after leaving Africa. In 1906, he went to Brazil and later to Peru.

Casement worked for the British Foreign Office for more than 20 years. During this time, he served as a consul in many different parts of the world. A consul is an official who represents their home country in a foreign land. His life moved from working for commercial interests to fighting for the rights of indigenous peoples.

Casement’s career began in Africa during the late 1800s. He worked in the Congo for the African International Association. This group was a front for King Leopold II of Belgium. At the time, the Congo Free State was a private territory held by the King. Casement worked on a survey to build a railroad. This railroad was meant to bypass cataracts on the Congo River. This would help improve trade and transportation to the Upper Congo. While working there, he learned many African languages.

In 1903, the British government asked Casement to investigate the Congo. They wanted to know about the human rights situation in the territory. Casement traveled for many weeks through the upper Congo Basin. He interviewed workers, overseers, and mercenaries to gather evidence. He discovered that a private army was using terror to force people to harvest rubber. His findings showed that people were being enslaved, mutilated, and tortured.

In 1904, he released the Casement Report to the British Crown.

The Casement Report caused a massive international controversy. Many companies had business interests in the Congo and rejected his findings. However, the report helped start the Congo Reform Association. This group was founded by E. D. Morel with Casement’s support. The report pushed the British Parliament and other nations to take action. Eventually, the Belgian Parliament forced King Leopold II to give up control. In 1908, the Belgian government took over the administration of the territory. This changed the Congo Free State into the Belgian Congo.

Casement continued his investigations in South America. In 1906, he served as a consul in Brazil. Later, he was sent to investigate the Peruvian Amazon Company. This company was registered in Britain and had many British stockholders.
