The fighting grew more intense due to several historical factors. Spain had lost much of its empire in 1898. This loss led to a powerful "Africanist" faction in Spain. These leaders wanted to build a new empire in Africa. At the same time, the Berber tribes had a long history of resisting outsiders. They had de facto control of the land, even though Spain claimed it on paper. The Riffians were highly skilled in marksmanship and fieldcraft.
In 1921, the war reached a major turning point. A Riffian leader named Abd el-Krim organized a rebellion. He used guerrilla tactics to fight the Spanish military. Guerrilla warfare involves small, mobile groups using surprise attacks. 
The Spanish military struggled with many internal problems. Most soldiers were poor conscripts with very little training. Many were illiterate and could not read maps. This caused units to get lost in the mountains. Equipment was also in poor condition. About three-quarters of the rifles at the Melilla arsenal were broken or unusable. Corruption among officers also meant that supplies often did not reach the soldiers. 
The war changed significantly in 1924. France joined the conflict to work with Spain. 

By 1926, the fighting began to end. Abd el-Krim surrendered to the French forces that year.
