Planning for the RER began a long time ago. People first thought of an "express metro" in the mid-1930s. The idea was brought back to life in the 1950s. Construction finally started in the early 1960s. A major plan for the city was finished in 1965. This plan helped shape the H-shaped network we see today. The first lines were officially opened on 8 December 1977. President Valéry Giscard d'Estaing even attended the ceremony.

Today, the network is quite large and busy. As of 2025, there are five lines named A, B, C, D, and E. These letters help people not to confuse them with the numbered Métro lines. There are 257 stations in the whole system. Only 33 of these stations are inside the city of Paris. In 2006, the central parts of lines A and B carried 452 million people. Line E is also growing with new plans for westward extensions. These extensions are expected to happen between 2024 and 2026.

You can think of the RER as a bridge between two worlds. It connects the fast, local Métro to the longer suburban trains. It is much faster than the Métro because it has fewer stops. The RER network is organized into five distinct lines identified by letters: A, B, C, D, and E. Using letters helps passengers avoid confusion with the numbered lines of the Paris Métro. Line A and Line B are operated by both RATP and SNCF. Lines C, D, and E are operated by SNCF. The network is structured in a radial arrangement, meaning lines spread out from the center like the spokes of a wheel. While many lines run through deep tunnels in the city center, they eventually transition to suburban tracks. This allows the system to maintain high speeds and cover much greater distances than the local Métro.

The history of the RER began with the Ruhlmann–Langewin plan in 1936, which proposed an "express metro." This concept was revived in the 1950s, and construction officially started in the early 1960s. The network's modern shape was defined by the 1965 master plan for urban development. This plan envisioned an H-shaped network with two north-south routes. The first phase of construction was a massive civil engineering project overseen by Siavash Teimouri. On 8 December 1977, the RER was formally inaugurated in a ceremony attended by President Valéry Giscard d'Estaing.

Building the RER required significant financial and physical investment. In 1973 alone, the project budget included 2 billion FRF, which is roughly 1.37 billion euros in 2005 terms. To help pay for this, France introduced the "versement transport" in July 1971. This is a local tax levied on businesses to fund transport projects. The physical scale of the project is also notable. The RER tunnels have unusually large cross-sections to accommodate overhead catenary power supplies. Some double-track tunnels reach a cross-sectional area of up to 100 square meters, which is larger than many comparable underground networks.

The scale of the RER is immense. As of 2025, the network includes 257 stations, with 33 located within the city of Paris. The system operates over hundreds of miles of track, much of it underground. The impact on commuters is clear through the passenger numbers. In 2006, the central sections of Lines A and B carried 452 million people. During that same year, total traffic on all Paris area commuter lines operated by SNCF reached 657 million.

The network is also expanding, with Line E scheduled for westward extensions toward La Défense and Mantes-la-Jolie between 2024 and 2026.

The success of the RER has made it a global model for public transport. Its ability to integrate different rail types into one seamless system is highly regarded. Because of this performance, the RER's design is used as a reference for improving transit in other cities. The influence of the system is even reaching other parts of France. In November 2022, President Emmanuel Macron announced plans to create additional RER-style systems. These new networks are intended to serve the ten largest French metropolises by the year 2040. This shows how the RER concept has grown from a local Paris project into a national standard for urban mobility.
