Public policy is a set of plans used to solve problems in society.

These plans can include laws, rules, or ways to spend money. Governments use these tools to manage many parts of our lives. They help with things like schools, health care, and jobs. They also manage money, transport, and the environment. The goal is often to help the economy grow or to keep nature safe.

By making these choices, governments can change how society works.

Making policy is a step-by-step process that follows certain stages. One famous way to look at this is called the policy cycle. This idea was first shared by Harold Laswell in 1956. First, leaders must pick a problem to focus on. This is called agenda setting. Next, they work on policy formulation to create a plan. After that, they must make the plan official through legitimation. Then, they move to implementation to make the plan real. Finally, they use evaluation to see if the plan actually worked.

Many different people help create and carry out these policies. Most often, elected politicians and their parties make the big decisions. However, other people play very important roles too. Scientists, engineers, and experts often provide important data. Groups called stakeholders and non-governmental organizations also share their views. Even regular citizens can be part of the process. Sometimes, the work is done together by the government and the community. This mix of people makes the process very complex.

Experts have different ways of defining what public policy really is. Thomas R. Dye had a famous idea in 1972. He said policy is whatever governments choose to do or not to do. This means that even when a government stays silent, it is making a choice. Other thinkers, like David Easton, looked at what actually happens in real life. He noted that even if a law says one thing, local actions might do something else. This shows that policy is not just an idea, but also a set of real actions.

Today, public policy is a major subject of study in schools. Many large universities have special schools just for this topic. In the United States, there is even a professional group for these experts. It is called the Association for Public Policy Analysis and Management. Students learn how to use different tools to solve hard social jobs. They study how to make policies more efficient and effective. Understanding policy helps us see how decisions shape our whole world.
