Public housing, often called social housing, is a system of subsidized or affordable residential buildings.

These properties are typically owned and managed by local governments, central governments, or nonprofit organizations. The primary goal is to reduce housing inequality by providing shelter to those who need it most. Access to these homes is usually controlled through means-testing. This is a process where authorities check a person's income and specific housing needs to decide if they qualify. In some cases, the government provides subsidies to private landlords. These owners receive financial help in exchange for keeping rents low for their tenants.

Different nations use various mechanisms to manage these programs. In the United States and Canada, public housing often takes the form of housing projects. These are managed by housing authorities or through project-based vouchers (PBV). A PBV is a type of assistance administered by state or local agencies. This is distinct from Section 8 Project-Based Rental Assistance (PBRA). In the PBRA program, property owners contract directly with the Department of Housing and Urban Development (HUD). These systems ensure that low-income families can find stable places to live.

The roots of modern municipal housing lie in the Industrial Revolution of the 19th century. As cities grew rapidly, many people lived in crowded and unhealthy conditions. Social commentators like Octavia Hill and Charles Booth reported on the sickness in these areas. Some factory owners tried to help by building entire villages for their workers. Examples include Saltaire, built in 1853, and Port Sunlight, built in 1888. However, it was not until the Housing of the Working Classes Act of 1885 that the state took a formal interest. This law allowed local boards to close unhealthy properties and improve housing quality.

One of the most significant early projects was the Boundary Estate in London. Construction began in 1890 to replace the Old Nichol, a notorious slum. In that slum, nearly 6,000 people lived in extremely packed streets. The conditions were so poor that one in four children died before their first birthday. The success of the Boundary Estate, completed in 1900, encouraged other councils to build similar schemes. After the First World War, a new push emerged called "Homes fit for heroes." In 1916, officials noted that 41% of British Army recruits were unfit for service due to poor health. This led to the Housing Act of 1919, which used subsidies to compel councils to provide more housing.

In South Africa, housing is recognized as a constitutional human right. The government is obligated to take reasonable steps to achieve this right using its available resources. The Department of Human Settlements (DHS) manages these efforts. For the 2024/2025 fiscal year, the DHS had a budget of R33.6 billion.

The National Housing Code sets specific standards for what constitutes adequate housing. For instance, a home must be at least 40 square meters with two bedrooms. It must also include a separate bathroom and a combined living and kitchen area. These rules help ensure that social housing provides a dignified standard of living.

South Africa's housing history is deeply connected to the era of apartheid. During those 40 years, the government intentionally provided adequate housing only for white citizens. People of color were denied these protections, leading to a severe lack of safe housing. The post-apartheid government has worked to fix this through programs like the Reconstruction and Development Program. Between 1995 and 2020, these programs helped provide over 3.5 million new homes.

While significant progress has been made, a housing shortage of approximately 3.7 million units was estimated in 2021.

Other countries have also launched massive housing initiatives. In Brazil, the "My House, My Life" program launched in 2009 with an R$36 billion budget. This program aimed to build one million homes, and a second stage later targeted two million more. In total, 4.5 million homes were built and distributed through this project. However, some critics have noted that building far from city centers can make it harder for people to find formal jobs. In contrast, Singapore has achieved a 90% home-ownership rate through its residential developments.
