He served as the head of the Church from March 14, 1800, until his death in August 1823. Beyond his spiritual role, he also ruled the Papal States, which were territories under direct Church control. His reign was defined by the tension between religious authority and the rising power of the French Empire. He navigated complex political landscapes while attempting to maintain the stability of his faith.

He was the youngest son of Count Scipione Chiaramonti and Giovanna Coronata. Although his family held noble status, they were considered middle-class in wealth. At age 14, he joined the Order of Saint Benedict as a novice at the Abbey of Santa Maria del Monte. He eventually became a priest in 1765 and taught at Benedictine colleges in Parma and Rome. His career progressed through several high-ranking roles, including serving as the Bishop of Tivoli in 1782 and the Bishop of Imola in 1785.

His path to the papacy was shaped by a period of extreme political instability known as the sede vacante.

After the previous Pope, Pius VI, died as a prisoner in France in 1799, a conclave was held in Venice. The election process faced many obstacles and stalemates. For instance, the Habsburgs blocked certain candidates, such as Alessandro Mattei and Carlo Bellisomi. Finally, Ercole Consalvi proposed Chiaramonti as a compromise candidate. He was elected on March 14, 1800, and took the name Pius VII. Because French forces had seized the official papal tiaras, he was crowned with a unique papier-mâché tiara.

One of the most significant aspects of his papacy was his relationship with Napoleon Bonaparte.

In 1801, Pius VII signed the Concordat of 1801 with Napoleon. This treaty provided civil guarantees for the Church in France. It recognized Catholicism as the religion of the majority of French citizens. The state agreed to pay clerical salaries, and the Pope retained the right to depose bishops. However, the relationship soured during the Napoleonic Wars. In 1809, Napoleon invaded the Papal States and annexed them. Pius VII issued the papal bull Quum memoranda to excommunicate Napoleon, which led to his own arrest.

He was moved to Savona and later to other locations. Even during this difficult time, he maintained a complex view of the Emperor, calling him a "stubborn son." His exile ended in 1814 after Napoleon was defeated. When he returned to Rome, he was greeted by the Italian people as a hero and a defender of the faith. This period of imprisonment had given him an aura of a living martyr. Upon his return, he immediately revived the Inquisition and the Index of Condemned Books to re-establish Church authority.

During his later years, Pius VII focused on the internal growth and restoration of the Church.

He oversaw a significant expansion of the Catholic Church in the United States by establishing several new dioceses. He also worked to restore the Society of Jesus, also known as the Jesuits. In 1814, he issued the papal bull Sollicitudo omnium ecclesiarum to universally restore the order to its previous provinces. Furthermore, he engaged with international diplomacy regarding human rights. At the 1815 Congress of Vienna, he urged the suppression of the Atlantic slave trade, specifically targeting regions like Spain and Portugal.

Ultimately, the legacy of Pius VII is one of endurance through one of Europe's most turbulent eras. He lived to the age of 81, passing away in 1823. His life connected the old world of monarchies and religious states to the new world of nation-states and democratic ideas. He had even argued in 1797 that there was no conflict between being a good Catholic and a good democrat. In 2007, the Church recognized his service by granting him the title Servant of God through the beatification process started by Pope Benedict XVI.
