Phan's political strategy involved a specific three-step plan for independence. First, he aimed to organize survivors of previous resistance movements. Second, he sought support from the Vietnamese imperial family and the bureaucracy. Third, he planned to obtain foreign aid from revolutionaries in China or Japan. To prepare, he studied military strategists like Sun Tzu and Trần Hưng Đạo. He also studied Enlightenment philosophers such as Jean-Jacques Rousseau. These thinkers helped him understand broader concepts of liberty and social structures.

In 1904, Phan founded a revolutionary organization called the Duy Tân Hội, or Modernization Association. This group initiated the Đông Du movement to help Vietnamese students. From 1905 to 1908, Phan lived in Japan to further his cause. During this time, he wrote many political tracts calling for independence. He eventually found a leader for his movement in Prince Cường Để. The prince was a direct descendant of the dynasty's founder.
