Archaeological evidence shows that humans inhabited the region for thousands of years. In Seberang Perai, researchers found stone tools, pottery, and seashells.

These artifacts suggest that nomadic Melanesians lived there during the Neolithic era, roughly 5,000 to 6,000 years ago. Later, the Hindu-Buddhist Bujang Valley civilization likely held authority over parts of Seberang Perai by the 6th century. By the late 18th century, the entire region was part of Kedah under Siamese suzerainty.

Modern Penang began in 1786 through the actions of Francis Light. Light represented the British East India Company (EIC). He obtained Penang Island from Sultan Abdullah Mukarram Shah of Kedah. In exchange, the British promised military aid. Light saw the island as a strategic "magazine for trade" to check Dutch and French power.

He landed on the island on 17 July 1786. He took formal possession in the name of King George III on 11 August. The island was briefly renamed Prince of Wales Island.

British rule brought significant administrative and economic changes to the region. In 1800, the British secured a strip of land called Province Wellesley, now known as Seberang Perai.

George Town grew rapidly as a free port for the spice trade. By 1826, it served as the capital of the Straits Settlements. This group included Singapore and Malacca. Later, George Town became a major tin exporter and a financial center. The diverse population included Chinese, Malay, Indian, Peranakan, Siamese, and Eurasian groups.

The 20th century brought periods of intense conflict and transition. During World War II, the Imperial Japanese Army occupied Penang starting in December 1941.

The island was renamed Tojo-to during this occupation. Following Japan's surrender, British marines liberated George Town in September 1945.

Penang eventually joined the Federation of Malaya in 1957. George Town became the first city in the Federation of Malaya that year. This was a major milestone for the nation.

Today, Penang is an economic powerhouse with a highly urbanized population. It has 1.74 million residents.

The state has the second highest GDP per capita in Malaysia. It is also a leading exporter. In 2024, its exports reached nearly RM495 billion.
