Parental leave

Parental leave, often called family leave, is a benefit provided to employees. It allows parents to take time away from work to care for a child. This includes biological children and children through adoption.

The term may include specific types like maternity leave for mothers or paternity leave for fathers. In some areas, family leave also covers caring for ill family members. These benefits are often required by law. Some leave is unpaid, but the employer must hold the person's job. Paid parental leave provides money to help families care for a child's welfare.

There are three primary models used to fund these benefits. The first is government-mandated social insurance or social security. In this system, employees, employers, or taxpayers contribute to a public fund. The second model is employer liability. This means the employer pays the employee directly for the leave. The third model is a mixed policy. This combines both social security funds and employer liability.

Parental leave has existed as a legal right for many years. In 2014, the International Labour Organization reviewed policies in 185 countries. They found that every country except Papua New Guinea had laws mandating some form of leave. However, the benefits are not always equal. A study of 186 countries showed that 96% offered pay to mothers. Only 44% of those countries offered the same pay for fathers.

In the United Nations, only seven countries do not require paid leave for new parents. These are the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Tonga, and the United States.

Social behavior can change how people use these benefits. This is known as a peer effect. If a worker sees a coworker take leave, they may be more likely to do the same.

A 2019 study found that mothers were 30% more likely to take over ten months of leave if their peers did. This also happens to men. In Norway, fathers were 11% more likely to take leave if they saw coworkers use it. They were also 15% more likely to use it if their brother did. This can create a "snowball effect" in a workplace. As more people use the benefit, it changes the social norms of the office.

Many factors influence whether a father takes leave. Education levels play a large role. Fathers with a secondary education were 28% more likely to take longer leave than those without. Fathers with tertiary education were 67% more likely to take more than two months off. Income also matters significantly. Low-income fathers are often less likely to take leave due to personal finances.

In Sweden, foreign-born fathers were less likely to use leave than Swedish-born fathers. This may be due to labor market instability or a lack of information.

Eligibility rules can create barriers for many mothers. In Belgium, 26.37% of mothers are not eligible for parental leave. This is because the rules are based on employment. This makes it harder for unemployed women to receive benefits. Self-employed individuals also face challenges. In Belgium, self-employed women receive shorter and lower-paid maternity leave. They do not receive parental leave at all. These barriers often affect younger, single, or less educated mothers.

Rules for same-sex couples often depend on local adoption and surrogacy laws. A study of 34 OECD countries found significant differences. In nineteen countries, female same-sex couples received the same benefits as different-sex couples. However, only four countries provided the same benefits for same-sex male parents. This means twenty-nine OECD countries provided shorter leave for these men. In some places, like Turkey and Israel, male parents receive no paid leave.

Some laws only use language that refers to heterosexual couples. This creates legal barriers for same-sex families.

Parental leave has many important effects on society. It is linked to better health outcomes for both mothers and children. It can also lead to a decrease in infant mortality. These programs can also impact the labor market. They can increase employment and change how wages are paid. In Australia, leaders have argued that paternal leave helps women stay in the workforce. This can lead to better economic outcomes for families and the entire country.
