He worked as an economist in Jamaica and Barbados. In 1994, he became the fifth prime minister of Barbados. He held this role for 14 years. This is the longest time any leader has served there.

Arthur wanted Caribbean nations to work as one team. He helped build the CARICOM Single Market and Economy. This made it easier for islands to trade. He also supported a regional airline called LIAT. He wanted islands to have strong links to each other.

Arthur wanted to change his country. He hoped to make Barbados a republic. This would mean having a president instead of a Queen. He also worked to make the economy better. He helped plan new ways to make business grow.

After he left office, he taught at a university. He also helped lead the LIAT airline. Owen Arthur died in July 2020. Many people in the Caribbean remember his work.
