He was searching for gold near Zaysan Lake. The fortress appeared on maps of the Russian Empire at the southern end of the Irtysh line. Later, in 1868, the city became the capital of the Semipalatinsk Oblast. It was also the place where Georgy Malenkov lived during his exile. He even managed a local power plant during that time.

Today, Oskemen is a major center for mining and making metals. Many large companies work there to process materials like zinc, copper, and lead. One big company is Kazzinc, which was formed in 1997. It was made by joining three other metal companies together. The city also has the Ulba Metallurgical Plant. This plant makes special items for electronics and engineering.

The history of the city began in 1720. It was originally founded as a fort and a trading post named Ust-Kamennaya. This establishment followed an order from the Russian Emperor Peter the Great. He sent a military expedition led by Major Ivan Mihailovich Likharev to search for Yarkenda gold. Likharev's group traveled up the Irtysh River toward Zaysan Lake. The fortress was placed at the junction of the Ulba and Irtysh rivers. By 1868, the city became the capital of the Semipalatinsk Oblast. Later, it became the site of Georgy Malenkov's 30-year internal exile. During this time, he managed a local hydroelectric plant.

Oskemen is a major industrial center for mining and metallurgy. The city's post-war history is closely linked to the Soviet nuclear project. Because of this, the city was once closed to outsiders. Today, it processes many non-ferrous metals. These include uranium, beryllium, tantalum, copper, lead, silver, and zinc. The Ulba Metallurgical Plant is a leader in producing high-tech products. These products serve the fields of electronics, metallurgy, and atomic engineering. The plant also hosts a critical international facility. This is the Low Enriched Uranium (LEU) bank. This bank is a physical stock of 90 metric tons of LEU hexafluoride. This amount contains enough uranium to power a large city for three years. These include nitrogen dioxide, sulfur dioxide, arsenic, and beryllium. There are approximately 170 polluting components found in the city. Air pollution is prevalent due to low urban ventilation. The city is often recognized as one of the most polluted in Kazakhstan. Radioactive anomalies also exist due to the production of uranium, thorium, and radon. The soil in industrial areas contains solid wastes that are unfit for planting. Furthermore, the rivers in this region face high levels of surface water pollution. Contaminants like lead, selenium, and cadmium spread for many kilometers. Consequently, some drinking water intakes in the western part of the city are closed.

The city is home to a diverse population of 378,161 people. As of 2025, Kazakhs make up 51.51% of the residents. Russians represent 43.51% of the population. Other groups include Germans, Tatars, Ukrainians, and Azerbaijanis. Religion is also varied, with 32 different religious unions. Orthodox Christianity and Sunni Islam are the main religions. The city contains 21 cultural buildings, including mosques and Orthodox Christian churches.

Oskemen is a very important hub for ice hockey. The Boris Alexandrov Sports Palace is the home of HC Torpedo. This club has produced many famous NHL players. These include goaltender Evgeni Nabokov and center Nik Antropov. The city also supports football through the club FC Vostok Oskemen. For transportation, the city uses an international airport and a tram system with four lines. An extensive bus network connects the city to places like Krasnoyarsk in Russia.
