The population of the okrug is ethnically diverse. According to the 2021 Census, Russians make up 69.6% of the people. The Nenets people represent 18% of the population. The Komi people make up 6.5%, while other groups account for 5.9%. 
The economy of the Zapolyarny district is dominated by the oil and gas industry. This sector accounts for roughly 99% of all industrial activity in the okrug. In 2021, crude petroleum made up 99.9% of all exports from the region. The remaining 0.01% of exports consisted of fresh fish. Large companies like Rosneft, Lukoil, and Total invest heavily in the area. These investments have funded massive projects. For example, an oil terminal in the Barents Sea cost approximately €700 million. A pipeline connecting the terminal to the ZPS Southern Khylchuyu oilfields cost around €250 million. There are currently more than 80 separate oil and gas exploration sites. It is estimated that the district holds 5 billion tons of oil and 500 billion cubic meters of gas.
Rapid industrial growth has created significant infrastructure challenges. The severe Arctic climate makes accessing exploration sites very difficult. Currently, air travel is the main way to reach big cities like Moscow or Saint Petersburg. In the summer, the Pechora River is used to transport freight. There are plans to improve this by building new roads and pipelines. Russian railways have also proposed building two new lines. One line would run 210 km from Vorkuta to Ust-Kara. Another would connect Sosnogorsk to Indiga. Extending these lines could help extract mineral deposits worth between €100 billion and €135 billion.
