The National Science Foundation, or NSF, is a special group in the United States. 
The NSF started in 1950. Before that, leaders had many debates. Some leaders wanted the public to control the science. Other leaders wanted scientists to lead the way. In the end, the group was made. President Harry S. Truman signed the law. 
At first, the NSF had a small budget. Then, the Soviet Union sent a satellite into space called Sputnik 1. This made the U.S. want to study science more. The budget grew very large. The NSF even helped build a place for big telescopes.

After World War II, leaders argued about how to organize science. One leader, Harley Kilgore, wanted the public to have more control. Another leader, Vannevar Bush, thought scientists should lead themselves. Bush wrote a report in 1945 called "Science—The Endless Frontier." 
Finally, the NSF was born through a compromise. President Harry S. Truman signed the law on May 10, 1950. 

Today, the NSF is much larger and does many things. In 2023, its budget was about $9.9 billion. It helps people look at the stars through big observatories. It also helps people create new computer software.

Senator Harley Kilgore wanted a system controlled by the public and civil servants. He believed research should be spread equitably and that the public should own all patents. 
After several failed attempts to pass new laws, a compromise was reached. This compromise closely resembled the ideas proposed by Vannevar Bush. President Harry S. Truman signed the National Science Foundation Act on May 10, 1950. 
The NSF's impact has grown significantly over the decades. In 1983, the budget was $1 billion. By 2020, it had grown to $8.28 billion. For fiscal year 2023, the annual budget reached about $9.9 billion. 
Every year, the NSF manages a massive number of scientific proposals. In fiscal year 2020, the agency received 42,400 proposals and awarded 12,100 of them. This represents a funding rate of 28%. In 2021, the agency received an estimated 43,200 proposals and awarded 11,500. 
The agency continues to adapt to new scientific needs and challenges. In 2022, the NSF began funding open-source software through the POSE program. This program is called Pathways to Enable Open-Source Ecosystems. The NSF remains a central part of the American scientific landscape. It connects government funding to the pursuit of knowledge in nearly every non-medical field. By supporting basic research, the NSF helps drive economic health and national defense.
