They decided to build a smaller initial system first.

Building the tracks was a big job that took many years. The government created the Mass Transit Railway Corporation in May 1975.

The history of the MTR began with the rapid economic growth of Hong Kong in the 1960s. As the economy grew, road traffic increased significantly. The government needed a way to manage this congestion. In 1966, British consultants from Freeman, Fox, Wilbur Smith & Associates were hired to study the situation. They initially projected a 1986 population of 6,868,000 people. Based on this, they recommended a large rapid transit system in 1967. However, a 1968 by-census revealed a much lower projected population of 5,647,000. This change forced planners to reduce the scale of the original system.

Construction of the railway happened in several distinct stages. In 1972, the government authorized the "Initial System." This was later renamed the "Modified Initial System." It eventually became parts of the Kwun Tong and Tsuen Wan lines.

The Mass Transit Railway Corporation (MTRC) was established by legislation on May 7, 1975. Construction officially began on November 11, 1975. The northern section of the tracks opened on October 1, 1979. Early train drivers even trained on the London Underground to prepare for the new system. The full Modified Initial System was opened by Princess Alexandra on February 12, 1980. This included a journey through an immersed tube beneath Victoria Harbour.

As the city grew, the network expanded through various line extensions. The Tsuen Wan line began service on May 17, 1982. This project cost HK$4.1 billion, which was about US$526 million at the time.

The Island line followed, opening between Admiralty and Chai Wan in May 1985. To handle more passengers, train configurations were increased from four cars to six, and eventually to eight cars. The Kwun Tong line was also extended across the harbor in 1989. This was made possible by the Eastern Harbour Crossing, a tunnel for both cars and MTR trains. These expansions allowed the railway to reach deeper into residential and commercial hubs.

A major milestone occurred in 1998 with the connection to the new international airport. The government decided to move the airport to Chek Lap Kok on Lantau Island. This required the MTRC to build the Lantau Airport Railway. This project included two specific lines: the Tung Chung line and the Airport Express.

The Airport Express offers unique services like in-town check-in facilities at Kowloon and Hong Kong stations. This allows travelers to check their luggage before they even reach the airport. By 2012, the Airport Express held a 21.8% share of the traffic to and from the airport. This connection ensures the airport remains accessible to the rest of the city.

Today, the MTR is a massive part of Hong Kong's infrastructure and economy. As of 2018, it held a 49.3% share of the franchised public transport market.
