Economic shifts changed the island's way of life over the centuries. In the 19th century, falling sugar prices hurt the economy. This happened because of competition from places like Brazil. In 1852, a local planter named Mr. Burke planted the first lime tree orchards. Later, the Sturge family established the Montserrat Company Limited in 1869. They began the commercial production of lime juice. By 1895, they produced more than 100,000 gallons of juice annually.

This juice was sent to England in casks to be bottled. This industry helped create many smallholders who owned their own land.

The volcanic crisis caused a massive shift in the island's population. Between 1995 and 2000, two-thirds of the people had to leave. Most residents emigrated to the United Kingdom. In 1997, the population dropped to fewer than 1,200 people.

Since then, the population has slowly grown again. By 2016, the population reached nearly 5,000 people. Today, most people live in the Parish of Saint Peter in the northwest. The other two parishes, Saint Georges and Saint Anthony, remain too dangerous for habitation. The government uses three census regions to track the population. These regions are the Northern Region, the Central Region, and the area south of the Nantes river.

Montserrat is currently focused on rebuilding and developing new infrastructure. Because the old capital was lost, the center of government moved to Brades. Planning began in 2015 for a new town and port at Little Bay.

This is known as the Little Bay Port Development Project. It is a £28 million project. The project is funded by the United Kingdom and the Caribbean Development Bank. Work began in June 2022 after several delays. These delays were caused by Hurricanes Irma and Maria in 2017. The COVID-19 pandemic also caused delays starting in early 2020.

The island's governance is a mix of local and international systems. Montserrat is an internally self-governing territory of the United Kingdom. King Charles III is the head of state. He is represented on the island by an appointed Governor. The Premier serves as the head of government. The Premier is chosen from the Legislative Assembly. This assembly has nine elected members. It also includes two official members: the attorney general and the financial secretary. The judiciary remains independent from the government and the assembly. This structure allows the island to manage its own local affairs while remaining part of the British system.
