The ozone layer is a very important part of our world. It sits high in the sky and protects us from the sun. Scientists found that certain human-made gases were hurting this layer. These gases are called ozone-depleting substances, or ODS for short. Many of these gases were used in things like air conditioners and refrigerators.

To fix this, leaders from many nations met to make a plan. This plan is a famous international treaty called the Montreal Protocol. It is a way for countries to work together to save the sky.

The Montreal Protocol works by setting strict rules for different chemicals. It tells countries exactly when they must stop making and using certain gases. For example, the plan had a timeline for chemicals called CFCs. Many countries stopped using these by 1996. Some countries, called Article 5 parties, were given more time to change. The plan also provides money to help these countries follow the new rules. This helps everyone move toward a cleaner way of living.

This big project started because of important scientific discoveries. In 1974, two chemists named Frank Sherwood Rowland and Mario Molina began their work. They studied how CFCs could rise into the stratosphere. They found that sunlight could break these gases apart. This released chlorine, which then broke down the ozone layer.

Because of their work, the world knew it was time to act. The treaty was agreed upon on September 16, 1987. It officially became a rule on January 1, 1989.

Today, the Montreal Protocol is a huge success for the whole planet. It is the first treaty in United Nations history to be joined by every single member. There are 198 parties involved in the agreement. Because of this teamwork, the ozone hole over Antarctica is slowly healing.

Experts say the ozone layer should return to healthy 1980 levels by the year 2040 in most places. Over Antarctica, it might take until 2066 to fully recover. This shows that when people work together, they can fix big problems.

Even though the ozone layer is getting better, work continues. People found that a different gas called HFCs was being used as a replacement. HFCs do not hurt the ozone, but they are greenhouse gases. This means they can make the Earth get too warm. To help, leaders added the Kigali Amendment in 2016.

The protocol functions through strict control measures and specific timelines. It sets rules for production and consumption of different chemical groups. Each group has its own schedule for being phased out. For example, Group I substances include chlorofluorocarbons, or CFCs. These include specific compounds like CFC-11 and CFC-12. The treaty also includes mechanisms for data reporting and compliance. It even provides financial help to assist developing countries with these changes.

There are different types of chemicals managed by the protocol. The first major group was CFCs. These were used in refrigeration and aerosol propellants. To protect the ozone, many countries froze CFC production in 1989. They aimed for a complete phase-out by 1996. Later, countries began using hydrochlorofluorocarbons, or HCFCs. HCFCs contain hydrogen, chlorine, fluorine, and carbon. They were used as transitional replacements for CFCs. While they are less damaging to the ozone, they are still potent greenhouse gases.

History shows how science led to this global action. In 1974, chemists Frank Sherwood Rowland and Mario Molina began their research. They studied how CFCs affect the atmosphere. They found that CFC molecules are very stable. They can rise into the stratosphere without breaking down. Once there, ultraviolet radiation breaks them apart. This process releases chlorine atoms. These atoms then cause the breakdown of ozone molecules.

The treaty was agreed upon on September 16, 1987. It officially entered into force on January 1, 1989. Since then, it has been updated many times. These updates happened in places like London, Copenhagen, and Beijing. The protocol is very significant because it is a universal success. It has been ratified by 198 parties. This includes 197 states and the European Union. It is the first treaty in United Nations history to achieve universal ratification.

We can see the impact of the protocol in the atmosphere. The ozone hole over Antarctica is now slowly recovering.

Scientists use projections to predict when the layer will heal. In much of the world, the ozone layer should return to 1980 levels by 2040. Over Antarctica, the recovery might take longer, until 2066. This shows how long-term international rules can change the environment. The protocol relies on expert panels to make informed decisions.

Even as the ozone heals, new challenges arise. Many countries replaced CFCs with hydrofluorocarbons, or HFCs. HFCs do not contain chlorine, so they do not harm the ozone. However, they are very strong greenhouse gases. They have a high global warming potential. To address this, the Kigali Amendment was adopted in 2016.
