Savage moved to New Zealand in 1907, arriving in Wellington on Labour Day. He worked various jobs, including mining, flax-cutting, and working as a storeman. He soon became deeply involved in the union movement. After moving to Auckland in 1908, he joined a brewery union. He quickly rose to become the president of the Auckland Trades and Labour Council in 1910. 
His political career grew through steady service and organization. He helped form the New Zealand Labour Party in July 1916. In 1919, he was elected to the House of Representatives for Auckland West. He held this seat until his death. During the 1920s, Savage worked to expand the party's reach. He traveled to rural areas to connect with farmers. He advocated for higher pensions and universal free healthcare. He also helped the party change its land policies to gain more support from rural voters.
In 1933, Savage became the leader of the Labour Party after the death of Harry Holland. He led the party to a massive electoral victory in 1935. 
Savage's government implemented major social and economic reforms. They passed the Industrial Conciliation and Arbitration Act in 1936. This law established a statutory minimum wage and a 40-hour workweek. It also required the Arbitration Court to consider the needs of workers' families. The government also made secondary education free for people up to age 19. To improve communication, they created the National Broadcasting Service. This allowed the public to listen to parliamentary debates on the radio.
Savage's leadership had a lasting impact on New Zealand's social structure. He was the only New Zealand Prime Minister to serve under three different British monarchs. These were George V, Edward VIII, and George VI. He also formed a significant political alliance with the Rātana Church. This pact helped connect the Labour Party with many Māori followers. Even though his health declined after his second election victory, his policies changed the country. He died in office in 1940, and Peter Fraser succeeded him as head of government.
