In the 1850s, Mexico faced internal conflict between conservative and liberal factions. After a three-year civil war from 1858 to 1861, the conservatives lost power. They wanted to find a way to return to power using outside help. At the same time, Mexico suspended payments on foreign debts in 1861. This gave European powers a reason to intervene militarily. The French Emperor, Napoleon III, supported the Mexican conservatives. They wanted to establish a puppet regime in Mexico to change its government.

Maximilian was invited to lead this new empire by a Mexican delegation. He only accepted the crown after receiving a pledge of military support from France. He officially became Emperor on April 10, 1864. This followed a referendum that claimed the Mexican people supported him. However, his rule faced many challenges from the very start. Maximilian actually embraced liberal policies rather than the conservative ones his supporters wanted. This caused him to lose the support of the Mexican conservatives. Additionally, many people viewed him as a foreign outsider.

International politics also worked against the Second Mexican Empire. The United States did not recognize Maximilian as the legal ruler. Instead, the U.S. continued to recognize Benito Juárez as the President of Mexico. The U.S. believed the French invasion violated the Monroe Doctrine. While the American Civil War prevented the U.S. from acting immediately, things changed in 1865. Once the American Civil War ended, the U.S. began sending material aid to the Republican forces of Juárez. In 1866, Napoleon III ordered the French army to withdraw from Mexico. This left Maximilian's regime without its main military support.

Without French troops, Maximilian's monarchy collapsed quickly.
