The modern town began to take shape in the late 19th century. In 1857, a Portuguese entrepreneur named José Coelho de Meirelles built a pier and a meat factory. This business only lasted a few years. However, in 1874, Patricio Peralta Ramos acquired the abandoned factory and the surrounding land. He founded the town on February 10, 1874. A Basque rancher named Pedro Luro also purchased part of the land for agricultural use. The arrival of the Buenos Aires Great Southern railway in 1886 changed everything. It connected the village to Buenos Aires and brought the first wealthy tourists.

As the city grew, its political and physical landscape transformed. In 1907, the provincial legislature officially declared Mar del Plata a city. By 1911, new emigrants from Europe took control of the local government. These residents were mostly socialists who focused on public investment. A major port was later inaugurated in 1916 to support the growing economy. In 1932, the completion of National Route 2 improved travel significantly. Before this road, a dirt route required almost two days to travel by car. During the 1930s, the architect Alejandro Bustillo designed the seaside Casino complex, which opened in 1939.
