He was a member of the Institutional Revolutionary Party, known as the PRI. Echeverría is considered one of the most controversial leaders in Mexico's history. This is because his career included both major social reforms and periods of political violence. He was also a very long-lived man. He was the first Mexican president to reach the age of 100.

Before becoming president, Echeverría held several important government roles. He studied law at the National Autonomous University of Mexico. He earned his degree in 1945 and later taught there.

He joined the PRI in 1944 and rose through the party hierarchy. From 1963 to 1969, he served as the Secretary of the Interior. This role was part of the administration of President Gustavo Díaz Ordaz. During this time, Echeverría was involved in managing internal national affairs. He was also identified as a long-time asset for the CIA, using the code name LITEMPO-8.

His time as Secretary of the Interior was marked by intense political conflict. Many journalists, politicians, and activists faced censorship and arrest. The most significant event was the Tlatelolco massacre on October 2, 1968. This occurred just before the Summer Olympics in Mexico City. During this event, the Mexican Army killed hundreds of unarmed protesters.

Many people consider Echeverría and Díaz Ordaz to be the intellectual authors of this massacre. Later, in 1971, another violent event called the Corpus Christi massacre took place against student protesters. These events led to accusations of institutional violence and a "Dirty War" against leftist groups.

Echeverría won the 1970 general election with over 80% of the vote.

He took office on December 1, 1970. His presidency was characterized by a populist approach to governing. He used left-leaning rhetoric to connect with the public. He even issued an amnesty to those arrested during the 1968 protests. This was likely an attempt to distance himself from the Tlatelolco violence. He also worked to create new states, such as Baja California Sur and Quintana Roo, in 1974.

On the international stage, Echeverría sought to be a leader for the "Third World." These were nations not aligned with the U.S. or the Soviet Union during the Cold War. He visited Beijing to meet Chairman Mao Zedong and Premier Zhou Enlai.

This visit helped establish close diplomatic relations with the People's Republic of China. He also offered asylum to refugees fleeing the dictatorship in Chile. Echeverría even tried to run for Secretary-General of the United Nations in 1976. However, he lost the election to the incumbent, Kurt Waldheim.

Domestically, Echeverría pushed for massive economic and social changes. He nationalized the electrical and mining industries. He also redistributed land to peasants in Sonora and Sinaloa.

He increased government spending on health, education, and food. Public spending rose from 22% to 32% of the Gross Domestic Product (GDP). He also helped create INFONAVIT to assist with housing. However, these programs were very expensive. The country's external debt grew from $6 billion in 1970 to $20 billion in 1976. This caused a financial crisis and a devaluation of the peso.

People view Echeverría's legacy in very different ways. Supporters praise his environmental laws and his social security expansions. They admire his work in making Mexico more active in global politics. Detractors focus on the economic mismanagement and the political repression. They point to the massacres and the Dirty War as major failures. In 2006, he faced legal charges regarding the massacres, but they were dismissed in 2009. He remains a central figure for understanding modern Mexican history.
