She was born on December 2, 1968, as the youngest of three children. Her parents, Cecilia and Tom Liu, immigrated to Taiwan before meeting in New York. Her mother worked as a biochemist, and her father was a civil engineer. Growing up in a diverse community, Liu spoke Mandarin at home. She began studying English at the age of five. As a young girl, she also practiced the martial art known as kali-eskrima-silat. She later graduated from the University of Michigan in 1990 with a Bachelor of Arts in Asian languages and cultures.

Her professional acting career started with small roles and stage performances.

At age 19, an agent discovered her while she was traveling on the subway. This led to her first television commercial. In 1989, she played a lead role in a production of Alice in Wonderland at her university. She noted that finding roles for Asian actors was very difficult at that time. Her big-screen debut occurred in 1992 in the Hong Kong film Rhythm of Destiny. She later gained widespread fame through the legal comedy-drama series Ally McBeal. The character Ling Woo was actually created specifically for her after she auditioned for a different role. The character's popularity helped secure Liu a permanent place on the show.

In the 2000s, Liu transitioned into major film stardom.
