He was born in 1909 in Hong'an, located in Hubei Province. His family was poor during his early years. As a teenager, he worked as an apprentice carpenter to support them. In December 1927, he joined the Chinese Communist Party. He soon became a soldier in the Chinese Red Army. During the Long March, he served as an army captain and a political commissar.

Li gained extensive education to prepare for leadership roles. He studied at the Military–Political University and the Central Party School. He served as a military cadre in the Zhang Guotao West Route Army. These experiences helped him become a successful commander. He led guerrilla forces during the Second Sino-Japanese War in the Hubei-Henan region. He also played a vital role in the Chinese Civil War. His leadership was especially important during the Huaihai campaign. These military victories helped shape the future of the country.

After the People's Republic of China was established, Li held several regional roles. From 1949 to 1954, he was the Governor and Party Secretary of Hubei. He also commanded the province's military garrison during this time. He served as Vice Chairman of the Military Commission for South-Central China. This position gave him oversight of several provinces, including Guangdong and Hunan. In 1954, he moved to the central leadership in Beijing. He served as the Minister of Finance until 1970. He also held the position of Vice Premier from 1954 to 1982.

Li was a resilient figure during the Cultural Revolution decade. He was part of the February Countercurrent, which criticized the social disorder of that era. Although he lost his finance post in 1970, he remained protected by Zhou Enlai. He was the only civilian official to serve without interruption alongside Zhou from 1966 to 1976. In 1976, Li helped to destroy the political group known as the Gang of Four. Following this, he was appointed Vice Chairman of the Chinese Communist Party. He also joined the Central Military Commission.

After Mao Zedong died, Li became a key supporter of Hua Guofeng. He acted as Hua's chief economic adviser during this transition. Li was considered one of the "Eight Elders," a group of powerful conservative leaders. He believed in central planning and strict sociopolitical conformity. He drafted the Ten Year Plan of 1978, which focused on heavy industry. However, his influence faced challenges when Deng Xiaoping became the paramount leader. Deng favored more radical economic reforms and light industry. Li strongly opposed leaders like Zhao Ziyang, who embraced Western economic ideas.

In 1983, Li was appointed President of China at age 74.

While the 1982 Constitution made the role largely ceremonial, Li used his influence to support leftist policies. He was a prominent member of the Politburo Standing Committee. In 1984, he discussed the status of Taiwan with U.S. President Ronald Reagan. In July 1985, he became the first head of state from the People's Republic of China to visit the United States.

He later became the Chairman of the National Committee of the CPPCC.

Li's political stance remained firm during periods of social change. During the 1989 Tiananmen Square protests, he was a hardline supporter of the government. He advocated for military suppression of the demonstrations alongside Premier Li Peng. He continued his government service until his death in 1992. He died at the age of 82, just two days before his 83rd birthday. His funeral was attended by members of the Politburo Standing Committee. His life spanned a century of massive political and economic shifts in China.
