Anthropogenic means caused by human activity. This interference is driven by the buildup of greenhouse gases in the atmosphere. Scientists have reached a consensus that human-made emissions are driving global warming. The Protocol provides a legal framework to manage these emissions through specific commitments.

The treaty focuses on reducing seven specific greenhouse gases. These gases are listed in Annex A of the document. They include carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O). The list also contains hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6), and nitrogen trifluoride (NF3). Nitrogen trifluoride was added later during the Doha Round. Carbon dioxide is considered the most important greenhouse gas in this group. To stabilize the climate, global emissions must eventually peak and then decline. The Protocol serves as a first step toward achieving this long-term atmospheric stabilization.

A central principle of the Protocol is common but differentiated responsibilities. This concept acknowledges that different countries have different capacities to fight climate change. Economic development plays a huge role in a nation's ability to act. The treaty places the primary obligation to reduce emissions on developed countries. This is because these nations are historically responsible for current greenhouse gas levels. Developed countries are often referred to as Annex I Parties in the text. These parties must prepare specific policies to meet their reduction targets.

To help countries meet their goals, the Protocol uses three flexibility mechanisms. The first is International Emissions Trading (IET). This allows Annex I Parties to trade their emission allowances, also called Assigned Amount Units (AAUs). The other two are project-based mechanisms. These are the Clean Development Mechanism (CDM) and Joint Implementation (JI). The CDM encourages emission reduction projects in non-Annex I countries. These projects generate Certified Emission Reductions (CERs), which act as credits. JI encourages projects within Annex I countries to produce Emission Reduction Units (ERUs). These mechanisms help reduce the overall economic cost of meeting climate targets.

The history of the Protocol began with negotiations under the UNFCCC. The 1992 UN Conference on the Environment and Development took place in Rio de Janeiro. Later, in 1995, parties met in Berlin to outline specific targets. The Kyoto Protocol was officially adopted in Kyoto, Japan, on December 11, 1997.
