He disbanded the Hanahoe, a powerful clique of generals that influenced government policy. He even arrested two of his predecessors, Chun Doo-hwan and Roh Tae-woo, for corruption and treason.
Kim also pursued a policy called Segyehwa, which meant "internationalization." He wanted the South Korean economy to be more competitive in the global market. He encouraged large business groups, known as chaebols, to become more efficient. He believed in deregulation to help small and medium-sized firms grow. By 1996, the country's per capita Gross National Product (GNP) had exceeded US$10,000. Kim also managed sensitive diplomatic relations. In 1994, he advised U.S. President Bill Clinton to avoid military action against North Korea. He feared that an attack would lead to a devastating war for South Korean cities. 
Despite these achievements, the end of his presidency was marked by severe challenges. The late 1990s brought a period of great instability to South Korea. Large chaebols had expanded too quickly using heavy debt. This contributed to the 1997 Asian financial crisis, which caused a major economic recession. During this time, the country had to accept large, conditional loans from the International Monetary Fund (IMF). Additionally, the collapse of the Seongsu Bridge and the Sampoong Department Store caused public distress. These crises led to a sharp decline in his popularity. His approval rating dropped to 6%, which was one of the lowest for any incumbent president.
Kim Young-sam's legacy is a complex mix of reform and crisis. He was a pioneer who helped transition South Korea from military rule to civilian democracy. His fight against corruption changed how the government and banks operated. While the economic downturn of 1997 was a difficult chapter, his earlier work laid foundations for the modern state.
