A democracy lets citizens vote for their leaders. At that time, the government chose the leader instead. This made many people very angry.

Students led many protests. In January, a student named Park Jong-chul died. Police had treated him very badly during questioning. Later, a student named Lee Han-yeol was hurt by a tear gas grenade.
