He also worked with Argentina to start Mercosur. This is a group that helps countries trade together. After his presidency, Sarney stayed in the Senate for a long time. He served in the Senate until he retired in 2015. At that time, he had one of the longest careers in Brazilian history.

When the Cruzado Plan failed, the government introduced the Bresser Plan and the Summer Plan. Despite these efforts, the plans were ineffective at stopping the economic crisis. The country also faced a massive foreign debt and frequent union strikes.
