He served as a political economist, a writer, and a polyglot, which means he spoke many languages. He was also a significant diplomat and the fourth Governor of Hong Kong. His life was defined by a constant movement between the worlds of commerce, literature, and international politics. He used his diverse skills to influence trade laws and government accounting across several continents.

Bowring's early life provided a foundation in global trade. Born in Exeter on October 17, 1792, he was the son of a wool merchant. He began working in his father's business at age 13. During the early 1810s, he worked as a clerk for Milford & Co. during the Peninsular War. This role allowed him to pick up various languages. He also established his own business, Bowring & Co., to trade herrings and wine between Spain and France. However, a failed financial adventure involving Greek revolution financing in 1827 left him reliant on the charity of his friend, Jeremy Bentham.

As a political economist, Bowring became a prominent voice for reform. He served as the editor of the *Westminster Review* starting in 1825. He was a passionate advocate for free trade, a concept he viewed as deeply connected to religious principles. In the House of Commons, he campaigned for many progressive causes. These included the abolition of slavery, equal rights for women, and the repeal of the Corn Laws. He also fought to end the death penalty and the practice of flogging in the British Army. His expertise in government accounting led to several high-level commissions.

Bowring's expertise in financial systems led to significant changes in currency. He was a strong supporter of decimalization, which is the use of a base-ten system for money. In 1847, he addressed the House of Commons regarding the merits of decimal currency. His efforts helped lead to the introduction of the florin in 1848. This was a coin worth one-tenth of a pound sterling. While the first versions were unpopular, the redesigned 'Gothic Head' florins remained in production until 1887. This work helped modernize how the British public handled money.

In the 1840s, Bowring transitioned into industrial leadership. He invested heavily in the south Wales iron industry to support his political career. He served as Chairman of the Llynvi Iron Company and established a large ironworks at Maesteg between 1845 and 1846. He even named the surrounding district Bowrington.

During this same period, he became Chairman of the London and Blackwall Railway. This was the world's first steam-powered urban passenger railway. This project served as a vital precursor to the modern London rail system.

Bowring's diplomatic career took him to East Asia, where he made lasting impacts. In 1849, he was appointed British consul at Canton, China. He later served as the Governor of Hong Kong.

One of his most important achievements was the Bowring Treaty, signed on April 18, 1855. He negotiated this treaty of amity with King Mongkut of Siam. This agreement remained effective for 70 years until the reign of Vajiravudh. In China, he helped form the Board of Inspectors under the Qing Customs House. This reform helped modernize international trade by reducing corruption among officials.

Beyond politics, Bowring was a dedicated scholar and translator. He earned a doctor of laws degree from the University of Groningen in 1829. He was also the literary executor for Jeremy Bentham, managing the publication of eleven volumes of Bentham's works by 1843.
