Jayewardene was born on September 17, 1906, in Colombo. 
His professional path began with a rigorous legal education. He studied at University College, Colombo, and later at Ceylon Law College. In 1929, he earned the Hector Jayewardene Gold Medal and the Walter Pereira Prize. 
Jayewardene's political career was driven by strong nationalist views. He joined the Ceylon National Congress to help lead the movement for independence. In 1946, he became a founding member of the United National Party (UNP). He was appointed the first Minister of Finance in the first Cabinet of Ceylon in 1947. During this time, he helped establish the Central Bank of Ceylon. He worked closely with the American economist John Exter to guide this new institution. He also played a role in helping Japan rejoin the international community at the San Francisco Conference.
As a minister, Jayewardene focused on building new industries for the country. In 1965, he took charge of the tourism industry. He believed tourism could earn foreign exchange and create many jobs for the people. To support this, he helped pass the Ceylon Tourist Board Act and the Ceylon Hotels Corporation Act in 1966. These laws provided the institutional support needed for investors. Today, tourism is a major part of the Sri Lankan economy. The industry sees an annual turnover of over 500,000 tourists enjoying the island's beaches and climate.
In 1977, the United National Party won a massive landslide victory in the parliamentary elections. 
Despite these economic changes, Jayewardene's social policies were highly controversial. He was a proponent of nationalism, which sometimes created friction between different ethnic groups. His actions and the political climate during his leadership are linked to the Black July riots of 1983. Many historians argue that his policies heightened ethnic tensions. These tensions contributed to the beginning of the Sri Lankan civil war. Because of these complex factors, Jayewardene is remembered as a deeply divisive figure in the nation's history.
