His military experience grew significantly during World War I. In 1916, Romania joined the Allied side of the conflict. Antonescu served as the chief of staff for General Constantin Prezan. He was tasked with designing a defense plan for Bucharest. He also contributed to the tactics used during the Battle of Mărășești in 1917. This battle helped stop the advance of German forces. These high-level responsibilities helped build his political ambitions.

In the years between the wars, Antonescu held several diplomatic and military posts. He served as a military attaché in Paris starting in 1922. During this time, he negotiated 100 million French francs in credit. This money helped Romania purchase weaponry from France. He also became interested in far-right and fascist politics. He grew curious about the Iron Guard, an antisemitic movement. This interest eventually led him into the political arena.

As a dictator, Antonescu enforced policies that led to massive loss of life. His regime was responsible for the deaths of as many as 400,000 people. Most of these victims were Jews from Bessarabia, Ukraine, and Romania. Many Romani people were also killed under his rule. The regime used mass murders, such as the Odessa massacre, and ethnic cleansing. They also used systematic deportations to occupied Transnistria.

Despite these horrors, his regime had some unique characteristics. Because Romania was a junior ally, it was not occupied by the German Wehrmacht. This allowed Romania to keep a degree of political autonomy. His government sometimes prioritized plunder over killing. He also showed leniency toward many Jews in the Old Kingdom. Ultimately, he refused to adopt the Nazi "Final Solution." These inconsistencies were a result of Romania's specific political position.
