Déby received an extensive education in several locations. He attended schools in Tiné, Fada, and Abéché. He later earned a bachelor's degree in science. He also trained at the Officers' School in N'Djamena. After further training in France, he returned to Chad in 1976 as a professional pilot.

Déby's rise to power began within the military. He served as a high-ranking commander under President Hissène Habré during the 1980s. In 1987, Déby played a vital role in the Toyota War. This conflict involved fighting against Libyan forces. With assistance from France, Déby used specific tactics to inflict heavy losses on the enemy. These maneuvers helped Chad achieve victory in the Chadian-Libyan War.

However, a rift developed between Déby and Habré in 1989. Habré accused Déby of plotting a coup d'état. This accusation forced Déby into exile in Libya and later Sudan. During this time, he formed the Patriotic Salvation Movement, or MPS, to challenge Habré's rule.

He won in 1996 and 2001. After term limits were removed in 2005, he won again in 2006, 2011, 2016, and 2021. This sequence of victories allowed him to maintain control for three decades.

Managing the Chadian economy changed significantly in the early 2000s. This change was driven by the discovery of oil in the country. Déby made petroleum production the main driver of the national economy. A major infrastructure project was launched to transport this resource. This was the Chad-Cameroon Petroleum Development Project. It involved a buried pipeline stretching 1,070 kilometers. The pipeline moved crude oil from the Doba Basin through Cameroon to the Gulf of Guinea.

While the World Bank praised the project, Chad received only 12.5% of the profits. Much of the wealth was managed through an escrow account in London to ensure it was used for public services.

Déby's presidency was marked by significant internal and external challenges. He faced many rebellions and coup attempts during his rule. From 1998 to 2002, he fought a rebellion led by Youssouf Togoïmi. He also dealt with a civil war from 2005 to 2010. This conflict was partly caused by the refugee crisis from the War in Darfur in Sudan. His relationship with Sudan was often complicated. He sometimes worked with Sudanese President Omar al-Bashir to manage border security. However, they also engaged in a proxy war where both sides supported different rebel groups. These conflicts required Déby to maintain a large and active military force.

International observers often criticized the nature of Déby's government. Many media sources described him as an authoritarian leader. They noted that Chad experienced democratic backsliding during his thirty years in power. This term refers to a decline in democratic qualities and freedoms. His administration also faced issues with widespread corruption. This included problems like cronyism and embezzlement. A patronage system also became deeply entrenched within the government. These political issues created tension between the central government and various opposition groups.

In the final years of his life, the political situation in Chad grew more intense. A group known as the Front for Change and Concord in Chad (FACT) was formed in 2016. Their specific goal was to overthrow the Déby government. In April 2021, FACT launched the Northern Chad offensive.
