He is best known for his actions during the Russo-Japanese War in 1904. His leadership and bravery during a naval battle made him a national symbol in Japan. Because of his actions, he was elevated to the status of a deified hero. This means people viewed him as a "martial spirit," or a gunshin. This level of respect led to the creation of a Shinto shrine in his honor.

Hirose was born on May 27, 1868, in Taketa, which is in the Ōita Prefecture. His family had a history of public service. His father, Hirose Shigetake, worked as a judge. His older brother, Hirose Katsuhiko, rose to the rank of rear admiral. Hirose followed a path of military study to prepare for his career. He attended the Imperial Japanese Naval Academy located in Etajima. He graduated as part of the academy's 15th class in 1889.

His early career involved service during the First Sino-Japanese War. He served on an ironclad warship, which is a type of armored vessel. On September 17, 1894, he saw action at the Battle of Yalu River. Later, Hirose gained international experience through study and diplomacy. From 1897 to 1899, he was sent to study in Russia. He remained in the city of St. Petersburg as a resident military attaché. An attaché is an official who represents their country in a foreign land. During this time, he also traveled through Germany, France, and Great Britain. He was promoted to the rank of lieutenant commander in 1900.

In 1904, the Russo-Japanese War began between Japan and Russia. Hirose was assigned to a battleship to serve as a torpedo officer. However, he volunteered for a different and more dangerous mission. He took command of the Fukui Maru. This was an old cargo vessel used for a specific purpose. It was used as a blockship to try and close the entrance to Port Arthur. A blockship is a vessel intended to sink in a specific place to block a channel. This occurred during the second attempt to blockade the entrance on the night of March 26.

The mission faced immediate and violent opposition from Russian forces. As the Fukui Maru approached the channel, it came under heavy fire. The ship was hit by coastal artillery, which are large guns located on land. Additionally, a destroyer named Silnyi fired a torpedo at the vessel. These attacks caused the Fukui Maru to sink into the sea. Hirose was wounded during the engagement. Instead of leaving, he stayed to search for other survivors of the sinking. He eventually drowned while attempting to save his crew.

The impact of Hirose's death was significant for Japanese society. He was posthumously promoted to the rank of commander. This is a promotion given after a person has died. His status as a "martial spirit" helped shape national identity during that era. A Shinto shrine was built in his hometown of Taketa, Ōita. In Tokyo, a bronze statue of him stood outside the Manseibashi Railway Station. This statue remained in place until 1947.

Today, Hirose's life is preserved through various cultural works. The "Song of Commander Hirose" was a Monbusho Shoka. This was a song authorized by the Ministry of Education. His life also inspired the epic historical novel titled Saka no Ue no Kumo. This book was written by the author Ryōtarō Shiba. The novel eventually became the basis for an NHK television drama. In this production, an actor named Takahiro Fujimoto portrayed Hirose. His story remains a notable example of naval history and individual sacrifice.
