This area was part of the Polish lands held by Germany. Frank was in charge of many things in this region. He oversaw the use of forced labour. Frank's rule was marked by terrible violence and death. He was involved in the mass murder of Jewish people. Four of the six major extermination camps were in his area. These camps were named Bełżec, Treblinka, Majdanek, and Sobibór. Under his rule, more than four million people were murdered. He once told his officials that they must annihilate the Jews. He claimed later that he did not know about the camps.

After the war ended, Frank was captured by American troops. This happened in May 1945 in southern Bavaria. He was sent to the Nuremberg trials. These trials were held to judge war crimes. Frank was born on May 23, 1900, in Karlsruhe, Germany. His father, Karl, worked as a lawyer, while his mother, Magdalena, came from a family of bakers. Frank attended the Maximilians gymnasium in Munich before joining the German Army at age seventeen. He served during World War I but did not see combat at the front lines. After the war, he pursued higher education in law and economics. He studied at the University of Munich, the University of Kiel, and returned to Munich. He earned his Dr. jur. degree, a doctorate in law, in 1924.

His political career began with the German Workers' Party, the group that later became the Nazi Party (NSDAP). Frank joined the Sturmabteilung, known as the SA, in September 1923. In November 1923, he participated in the Beer Hall Putsch. This was a failed attempt to seize power through a coup. Following this event, Frank fled to Austria but returned to Munich in 1924. He eventually rose to become the personal legal adviser to Adolf Hitler. Frank represented the Nazi Party in more than 2,400 legal cases. He also founded the National Socialist German Jurists Association in 1928.

As the Nazi regime gained control, Frank held several high-ranking positions. In 1933, he was named the State Commissioner for justice in Bavaria. By December 1934, he became a Reichsminister without portfolio in the German government. He also served as a Reichsleiter, which was the second-highest political rank in the party. Frank led the Academy for German Law and served as a judge on the Supreme Party Court. These roles allowed him to influence the legal and political structures of the Third Reich. He used his legal expertise to support the party's rise to power.

In September 1939, the German invasion of Poland changed Frank's responsibilities significantly. He was appointed Governor-General of the occupied Polish territories. He managed the General Government, which covered roughly 90,000 square kilometers of land. Under his authority, the Nazi regime implemented a policy of segregation for Jewish people. They were forced into overcrowded ghettos and given very small food rations. Frank also oversaw the use of Polish civilians as forced labour. His administration was responsible for a reign of terror against the civilian population.

Frank's administration was a central part of the Holocaust in Poland. He played a direct role in the mass murder of Jewish people. After the war, Frank faced justice at the Nuremberg trials. He was captured by American troops on May 4, 1945, in southern Bavaria. During the trials, which ran from November 1945 to October 1946, he was indicted for war crimes and crimes against humanity. Frank attempted suicide twice while in custody, resulting in partial paralysis of his left hand. He claimed during the trial that he was unaware of the extermination camps. However, the Nuremberg tribunal found this assertion to be untrue. He was found guilty and sentenced to death. Frank was executed by hanging in October 1946.
