His early life provided a diverse foundation for his later roles. Born on March 12, 1900, in Tunja, he studied at several schools in Boyacá. After graduating in 1917, he joined the José María Córdova Military School. He graduated as a second lieutenant in 1920 and served in Manizales. He briefly retired from the army to study in the United States. While there, he earned a civil engineering degree in 1927. He even worked on an assembly line at a Ford factory during his studies.

He was assigned to command coastal batteries in the port of Buenaventura. In 1936, he served as the lead engineer for the army's ammunition factory. During this time, he traveled to Nazi Germany to secure machinery for munitions. In 1943, he visited the United States to obtain Lend Lease aid during World War II. Political tensions rose as Rojas Pinilla climbed the military ranks. During La Violencia, he gained recognition for managing rebellions in Cali. He was promoted to Lieutenant General in 1949 and joined the Army General Staff. At this time, the Conservative Party was split into two groups. One group supported Mariano Ospina Pérez, while the other supported Laureano Gómez Castro. Rojas Pinilla aligned with the Ospina faction. This alignment helped him rise to become a Minister in the government. However, when Gómez became president, he ordered Rojas Pinilla to be removed from his position.

In June 1953, Rojas Pinilla executed a coup d'état. This was a sudden, often forceful takeover of a government by the military. He led the Caldas Battalion to the Casa de Nariño to seize power. The coup was bloodless because President Gómez had already fled to New York City. Both Liberals and moderate Conservatives supported the move. They hoped Rojas Pinilla would end the civil violence and restore order. The National Constituent Assembly officially appointed him President in 1953 without a popular election.

As president, Rojas Pinilla implemented many significant social and physical changes. He enacted legislation that granted women the right to vote. He also introduced television to the country and built several hospitals and universities. His administration managed major infrastructure projects like the Atlantic railway and the Lebrija hydroelectric dam. He even established the National Astronomic Observatory. To support workers, he formed the Confederación Nacional del Trabajo (CNT). However, his government also faced criticism for being authoritarian. He closed newspapers that were critical of his rule and used radio for government propaganda.

Economic and political pressures eventually ended his presidency. The government faced struggles as international coffee prices fell. High taxes used to fund his projects also upset the business sector. In 1957, public pressure forced him to step down from power. He later founded a new political party called the National Popular Alliance (ANAPO) in 1961. He ran for president again in 1970 but lost to Misael Pastrana Borrero. Rojas Pinilla and his supporters claimed the election was fraudulent. This dispute contributed to the rise of the M-19 guerrilla movement. He died on January 17, 1975, at the age of 74.
