Some things look very shiny.

Specular gloss
Specular gloss

This is called gloss. It shows how well light bounces off a surface.

Smooth surfaces are very shiny. They bounce light in one direction. This makes them look bright to your eyes.

Rough surfaces are different. They spread the light out in many ways. This makes them look dull.

Metal surfaces reflect a lot of light. Plastics can reflect light too.

How shiny a thing looks depends on its texture. It also depends on the light.
